Development Securities will help build a £2 billion entertainment and leisure resort at Ebbsfleet Kent, in a partnership with Lafarge SA, and construction firm Brookfield Multiplex Group.

London Resort Company Holdings Ltd., the joint company, signed an agreement with the licensing unit of Viacom Inc.’s Paramount for a resort in the 872 acre complex, which will be located on Swanscombe Peninsula, about 23 miles southeast of central London.

Other proposed features of the development include an indoor water park, theaters, cinemas, live-music venues, hotels and restaurants, according to the statement. The resulting park will rival EuroDisney.

The developer intends to apply for planning permission with Dartford and Gravesham Borough Councils, with an expected date for opening the complex in 2018, Tony Sefton, LRCH project leader, said in the statement, although it is understood that talks with the Councils have been going on for some time.

In a joint statement, Dartford leader Jeremy Kite and Gravesham leader John Burden said: "This development represents a tremendous economic growth opportunity for the region."

Sefton said: "Our vision is to create a world class entertainment destination, the first of its kind in the UK".

"We are at the start of a long journey, but have been encouraged by the support and buy-in we have had to date."
